The affected hops are all on ATT's side (with some from PCCW, but I assume this is just a connection point for ATT to use), but because I observed different IPs having similar issues, and these IPs all correspond to ATT services in some way, it seems to me that something is wrong on ATT's side, most likely a latency or routing issue.
